Nobody admires a wall for its putty. It is the invisible half of a paint job — the smoothing, sealing and priming that happens before the colour goes on — and precisely because it is invisible, it is where a quote gets quietly thinned. A wall given one coat of putty and no primer looks identical, on handover day, to a wall given two coats and a proper primer. The two walls stop looking identical about a year later, when one of them starts to chalk, flake and show every patch.

Like painting itself, all of these are quoted per square foot of paintable surface — walls and ceilings, not the floor area of your flat. To judge a quote you have to know what you are buying. Each base layer does one job, and each one, skipped, fails in its own specific way months down the line.

The through-line: none of these layers can be inspected once the paint is on. That is exactly why they get shortchanged, and exactly why you have to pin them down in writing before anyone opens a tin.
The "how many coats" question — where the money hides
Here is the single most useful thing on this page. On a putty-and-primer line, the word that matters is not "putty" — it is the number in front of it.
- Putty: two coats is standard on fresh walls. A quote that just says "putty", with no number, is a quote that may deliver one. Two coats take twice the material and twice the labour of one, and — you guessed it — one coat looks perfectly smooth on handover day. Insist the number is on the quote.
- Primer must be its own line. If primer is not written as a separate line item, assume it is not in the job and ask. It is the cheapest thing to leave out and the easiest to leave out without you ever knowing.
- A repaint often needs putty only in patches — and that is legitimate. Over sound existing paint you do not re-putty the whole wall; you fill the damaged spots. So a repaint being cheaper on the putty line is a real, honest saving, not a corner cut. The distinction should be visible: "full-surface putty, 2 coats" versus "patch putty where required" are two different jobs and two different prices.
If two painters' quotes are far apart on preparation, this is very often why: one has priced two full coats of putty plus primer, the other has priced one coat and no primer. POP punning vs putty — you usually need one, not both
This one trips people up, and the confusion costs money. POP (plaster of Paris) punning and wall putty are both ways to get a smooth, paint-ready surface — but they are largely alternative routes, not two stages of the same one.
- POP punning is a thin plaster skim that levels a genuinely rough or uneven wall or ceiling to a hard, smooth finish. It is the heavier intervention, and it is priced higher per sq ft for that reason.
- Wall putty is a finer filler that smooths a wall that is already reasonably flat. It is the lighter, cheaper route and the more common one on modern flats where the plaster is decent to begin with.
On a wall that has been POP-punned to a hard, smooth finish, a full two coats of putty on top is usually redundant. So a quote that charges POP punning and two coats of full-surface putty on the same wall deserves a question: is the wall really so rough that it needs both, or are you being billed for two solutions to one problem? A straight answer is a good sign; a vague one is not.
None of this means POP is a scam — on a bad wall it is exactly right, and on ceilings it is often the better finish. It means the two lines should make sense together for the wall in front of you. Ask the painter which surfaces are getting POP, which are getting putty, and why.
Putty cannot fix a wet wall — deal with damp first
There is one situation where no amount of putty and primer will save the job: a wall that is damp. Putty and paint are surface layers. They do nothing about moisture coming through the wall from behind, and applying them over a damp or seeping wall simply gives the problem a fresh coat to push off.
So before you price the base layers, be honest about the wall's condition. If it is flaking, blistering, showing a tide-mark or feels cold and slightly damp to the touch, that is not a putty problem — it is a seepage problem, and it has to be treated first. The timing point matters too. How not to overpay on the base layers
- Make every quote state the coat counts. Number of putty coats, primer yes/no as its own line, and whether it is full-surface or patch putty. Without those three, you are comparing prices for jobs of different sizes.
- Question POP + full putty on the same wall. You usually need one route to a smooth surface, not both. Ask which surfaces get which, and why.
- Get the primer named and lined. "Primer" folded into a lump price is a primer that may not happen. A separate line is a primer you can hold them to.
- Fix damp before you smooth over it. Putty and primer are surface layers; they cannot stop moisture. Treat seepage first, or pay for the paint job twice.
